South Central property to be addressed

SPRINGVILLE—A public hearing has been set for June 18, regarding the property at 37 S. Central Ave. The Springville Village Board of Trustees set the public hearing at its May 7 meeting, following a report from Code Enforcement Officer Mike Kaleta.

“Basically … the house and garage are unsafe, unhealthy and a nuisance,” he said. “The building is unsafe … my opinion is it needs to be torn down.”

Both Kaleta and a representative from Encorous Group toured the structure, which had been named a “distressed property” in the village. Both reports concluded the structure was uninhabitable and posed a public safety risk.


The owner of the property will receive a letter, and has until the public hearing to remedy the issues. If no action is taken by the property owner, the village can begin the process to make the property safer, including demolition of the structures.

“This has gone on too long,” Mayor William Krebs said. “It’s irksome. People don’t take care of properties … and leave them to decay. Then the local government has to step in.”

The board approved the addition of Robert R. Foltz’s name to the WWII Monument in Shuttleworth Park. Foltz was a resident of Ashford then Springville, who died while serving in the United States Army, just five days after he turned 19-years-old.

Bill O’Brien, a member of the Concord American Legion Post 431, presented the information to the board. O’Brien discovered Foltz’s story while researching soldiers in the Ashford area who were killed while serving. He has also recognized soldiers from the Springville and Ellicottville areas, who were previously overlooked on monuments.

“He was a soldier,” O’Brien said of Foltz. “I couldn’t leave him behind.”

Krebs thanked O’Brien for his continued research efforts to ensure all the area soldiers are properly recognized.

“It’s a great community service,” Krebs said. “Thank-you.”

The final design phase and construction inspection for the village’s upcoming TAP project were approved in the amounts of $35,496 and $78,237. The Transportation Alternatives Project focuses mainly on Maple Avenue, making the road safer for pedestrians and bicyclists with the addition of sidewalks. A grant for 80 percent of the project was awarded to the village last year.

A lease agreement between the village and the Springville Volunteer Fire Department Inc. was approved. The agreement covers 2 years, with quarterly meetings to discuss storage and future arrangements for keeping the equipment in good shape. Effective June 1, the lease amount is $1,000 a month, an increase of $54.

Prior to Public Works Superintendent Ken Kostowniak’s report, the board approved a negative declaration for the sanitary sewer project. Also approved was the Bond Anticipation Note, in the amount of $1,565,000. The project will correct flow issues within the village, among other things.

“The plan has been sent to the [Department of Environmental Conservation] … with responses to their concerns,” Kostowniak said. “We’re moving quickly to get issues addressed and be proactive.”

In other news, the board:

– Approved a roof replacement on 51 Nason Blvd., which is leaking.

– Accepted three new members of the Springville Volunteer Fire Department.

– Released an unused storm water easement on Barnstead Drive, at the request of the property owners.

The Village Board of Trustees will next meet Monday, May 21 at 7 p.m. in the Public Safety Building, 65 Franklin St.
